He served as an instructor for apprentices at Local 392 for 17 years. He was also a recording secretary and health and welfare trustee for 15 years at Local 392. Cliff served on the Clermont County Community Services directors board for 12 years and the Clermont County homeless shelter board for 12 years. He has served as a moderator several times on health care training classes for the International Foundation of Employee Benefit Plans.
